EIS (Elektroniskā iepirkumu sistēma) is Latvia's state-provided online platform where much of the country's public procurement takes place — from publishing a notice to submitting and evaluating bids electronically.
Who EIS is for
It serves two sides. Contracting authorities (state and municipal bodies, public companies) announce procurements and run procedures there. Suppliers (companies) find tenders, download the documentation and submit bids.
How to register
To take part, a company must register in the system and give its authorised representative access with a secure electronic signature. Without a valid e-signature you cannot submit a bid.
How to bid
- Find a relevant tender and read the technical specification and rules carefully.
- Check the qualification requirements — turnover, experience, compliance documents.
- Prepare the bid in the required format and submit it before the deadline — the system rejects late bids.
The common problem: noticing tenders too late
