How to participate in a public tender

Step by step: how a company finds a tender, prepares a bid and wins in public procurement — from EIS registration to the contract.

Taking part in public tenders gives a company access to a stable buyer. Here are the main steps from finding a tender to the contract.

1. Find a suitable tender

Track new procurements by sector and keyword — manually in EIS, or more easily with automatic monitoring that alerts you to matching tenders.

2. Read the rules carefully

Check the technical specification, qualification requirements (experience, turnover, permits) and evaluation criteria. If you do not meet them, the bid is rejected.

3. Register in EIS

Bids are submitted in the Electronic Procurement System. You need company registration and a valid e-signature.

4. Prepare the bid

Submit every required document in the right format. The most common reason for losing is not price but formal errors — missing or unsigned documents. Use a checklist.

5. Submit on time

The system rejects late bids. Submit with a margin, not at the last minute.

6. Outcome and your rights

The buyer announces the decision. If you believe your rights were breached, you can turn to the IUB within the legal deadlines. More on the process in the procedure rules.
